Watch employment law changes against local policies
For: HR compliance lead or employment counsel covering many jurisdictions
The pain today
Statutory leave, notice, working time and whistleblowing rules change country by country. Finding which internal policies a change touches is manual, so policies stay out of date until someone complains.
The ask
“Watch the official employment law sources I listed for our countries. When a rule changes, tell me which of our attached policies and handbook sections depend on it, quote both texts, and only recheck those sections.”
Plain words, as you would say it to a colleague. Edit it to fit your case before you send it.
What you attach or connect
- List of official legal sources per country
- Policies and handbook sections
- Map of policy sections to legal topics, if one exists
The unit of work
One worker task per one legal source paired with one dependent policy section.
Why a swarm fits
Many sources, each checked on its own schedule. A change touches a few policy sections, so only those pairs are reread. Pairs are independent and each needs two short texts.
Not for
Legal advice on what a change means. It reports that a source changed and which policy text depends on it.
The decision tree
5 typed decisions, each with an action for every answer
At fixed moments in a run, the engine puts one narrow question to a decision model. The decision model never writes text: it answers yes or no with a probability, picks from listed options, or gives a score, about a small slice of the material. The engine then does exactly what this tree says, which is what makes the run auditable. The thresholds are the template's design values, not measured results.
Planner, while planning
Scope checkA choice among options
Before work starts on a unit
Does the new text of this legal source change a duty, entitlement, threshold or deadline, rather than only numbering, layout or wording?
Sees only: The old and new text of one changed passage in one legal source
Why: Most source changes are cosmetic; filtering them early keeps the watch affordable.
- Substance changedthenAccept
- Only form changedthenSkip this unit
- Cannot tellthenEscalate to a strong model
After workers, the judge checks
Evidence checkYes or no, with a probability
After a worker answers
Does the quoted policy sentence rely on the specific legal rule that changed, rather than merely mentioning the same topic?
Sees only: The changed rule, old and new, and one quoted policy sentence
Why: A false dependency wastes counsel's time; a missed one leaves a policy out of date.
- Yes: 0.85 or higherthenAccept
- Unsure: 0.50 up to 0.85thenEscalate to a strong model
- No: below 0.50thenReject and retry
Reconciler, while merging
Conflict checkA choice among options
While reconciling
Does the policy sentence now state something the new legal text no longer allows or no longer requires?
Sees only: The new legal text and one dependent policy sentence
Why: Separates sections that need an edit from sections that only needed a look.
- Now inconsistentthenMark unresolved
- Still consistentthenAccept
- Depends on interpretationthenAsk a person
Run control, between rounds
Another round?Yes or no, with a probability
Between rounds
Do the dependent sections found so far cite other policy sections that also rest on the changed rule and have not yet been checked?
Sees only: The list of rechecked sections and the cross-references they contain
Why: Redoes only the work that depends on the change, and stops when the chain of references ends.
- Yes: 0.60 or higherthenContinue
- Unsure: 0.30 up to 0.60thenContinue
- No: below 0.30thenStop
Accountable person, before anything is settled
Person decidesYes or no, with a probability
Before anything is reported as settled
Does this change notice point to a policy text that employees rely on for leave, notice, working time or protection from retaliation?
Sees only: One change notice with its dependent policy quotes
Why: Employment counsel interprets the law; the run only reports that texts have moved apart.
Accountable: Employment counsel interprets each change; the policy owner approves every policy edit.
- Yes: 0.30 or higherthenAsk a person
- Unsure: 0.10 up to 0.30thenAsk a person
- No: below 0.10thenAccept
The fleet: who does what
Model tiers by role, not brands: you choose the models. Strong reasoning models plan and reconcile, small fast models do the wide work, and the judge is a decision model from a different family, so it does not share the workers' blind spots.
Planner
A strong reasoning model maintains the map from legal topics to the policy sections that depend on them.
Decisions here:1. Scope check
Workers
Small fast workers from an open-weight family, one per changed source and dependent section, quoting both texts.
Designed for 20 to 400 agents, one worker task per one legal source paired with one dependent policy section. Each worker receives only its own unit.
Judge, from a different model family
A decision model from a different family checks that the change is real and that the policy text actually depends on it.
Decisions here:2. Evidence check
Reconciler
A strong reasoning model issues one change notice per country and keeps uncertain dependencies visible.
Decisions here:3. Conflict check4. Another round?
Accountable person
Employment counsel interprets each change; the policy owner approves every policy edit.
Decisions here:5. Person decides
Checked before anything is accepted
- A change is reported only with the old and new source text side by side
- Formatting or renumbering changes are separated from changes of substance
- Every dependency claim quotes the policy sentence that relies on the rule
- Sections not rechecked are listed with the reason they were judged unaffected
What comes back
- Change notice per country with old and new source text
- Policy sections that depend on the changed rule, with quotes
- Sections rechecked and sections left alone, with reasons
- Dependencies the run was unsure about
What to measure
- Time from a source change to the policy owner being told
- Share of change notices counsel judges relevant
- Dependent sections missed and found later
- Cost per watched source per period
Names of measures only. No result is claimed for this template.
Templates open in the workspace chat with the ask filled in. Nothing runs until you send it.
